The Global Health Fellows Program (GHFP-II) is a cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

 

GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

 

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.  

 

BACKGROUND:

The U.S. Government (USG) has made the fight against HIV/AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. USAID has been, and continues to be, at the forefront of the USG response in the fight against the HIV/AIDS pandemic, funding over $25 billion in activities since the inception of its international HIV/AIDS program in 1986, with programs in nearly 100 countries worldwide. The President’s Emergency Plan for AIDS Relief (PEPFAR), launched in 2004, is the largest commitment ever by any nation for an international health initiative dedicated to a single disease. In July 2008, the United States Congress re-authorized the PEPFAR legislation in the amount of $48 billion, $35.4 billion of which is dedicated to HIV/AIDS services, $3.8 billion to tuberculosis, $4.8 billion to malaria, $1.7 billion to research and $2.3 billion to training health care workers. INTRODUCTION:

The Global Health Bureau’s Office of HIV/AIDS (GH/OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency’s HIV/AIDS program. GH/OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. The Regional Advisors Team sits within the Strategic Coordination and Communication (SCC) Division of OHA. SCC consists of two additional branches, the multilateral team and communication team. The Communications Branch promotes consistent and effective messaging on USAID's role in PEPFAR programs and in creating an AIDS-free generation; and, the Multilateral Branch nurtures external partnerships with multilateral entities such as UNAIDS, the Global Fund to Fight AIDS, Tuberculosis and Malaria and other international organizations and partners.

 

 

The HIV/AIDS Regional Advisors’ Country Support Intern (Intern) will sit with the Regional Advisors Team within SCC and will benefit from daily work with HIV program and country backstop practitioners or Regional Advisors. The RA branch of seven, supports over 30 countries in Africa, Asia, Latin and Central America and the Caribbean regions, providing programmatic expertise to help the Agency and its missions develop programs that respond to USG, USAID, and Congressional policy and budget priorities and incorporate innovations, best practices, and lessons learned. The Regional Advisors Branch serves as OHA’s primary point of contact for USAID missions seeking headquarters support for their full range of HIV and AIDS programming. Through ongoing advocacy and coordination of technical and management assistance, the Branch works across OHA, USG agencies, and the missions to ensure effective outcome-driven PEPFAR programming.  The Branch coordinates communications of PEPFAR policies and processes to the field and coordinates feedback on all aspects of program challenges from the field to headquarters.

 

The Intern will work closely with the Regional Advisors Branch Chief as his/her onsite manager.

 

LEARNING OBJECTIVES:

  • Gaining experience in the field of international development and the global AIDS response.
  • Gaining a greater understanding of country support functions and work flows of the Office of HIV/AIDS and organizational trends within HIV/AIDS at large.
  • Deepening skills in collaboration and coordination within a complex organizational and implementation structure.

  • Participating in professional development activities provided through GHFP-II and USAID (e.g. via technical presentations, meetings, etc.) as agreed upon with on site-manager (5%).

 

ROLES & RESPONSIBILITIES:

  • Reading, reviewing and interrogating data related to PEPFAR activities supported by the SCC Division.
  • Supporting initiatives with the Epidemic Control Teams to gain country and program implementation knowledge that will be instrumental assisting with quarterly data reviews and related research.
  • Assisting the Regional Advisors with program support and coordination such as administrative functions which may include bookkeeping, basic budgeting and budget monitoring, and meeting scheduling.
  • Providing written notes and Google calendar and drive management which may include serving as a meeting repertoire, drafter of co-producing country fact sheets and resource to aid Regional Advisors in follow up activities.
  • Researching one priority topic to advance USAID Mission(s) PEPFAR implementation science and learning agendas, such as improving south-to-south technical support, promising practices among smaller PEPFAR portfolios, or other mutually agreed upon thought piece(s).
  • Other tasks or responsibilities may be assigned based on organizational and programming need and/or the Intern’s own interests.

 

QUALIFICATIONS:

  • Currently enrolled senior in a bachelor’s degree program in public health and/or public policy with a focus on health; or, completion of such a program within the past 24 months.
  • Previous research experience preferred.

  • Ability to work in effectively in a multidisciplinary environment.
  • Experience living and working in a resource-challenged setting and/or familiarity with global health issues and interventions.
  • US citizenship or US permanent residency required.

 

COMPENSATION:

$16.47 per hour (non-exempt, hourly wage position).
